Appropriate Use and Export Control

As of September 11, 2024, Qualtrics services will no longer be available in Russia or Belarus. This decision is in accordance with U.S. export control and sanctions laws, including OFAC’s restrictions on providing certain information technology and software services to Russia, and the Commerce Department's rules prohibiting the export of specific software to Russia and Belarus.

The University of Arkansas asks that you take the necessary steps to ensure you and other individuals within the university community are not using Qualtrics services in these regions. If you are traveling internationally and need access to Qualtrics or other university affiliated services, see our Safeguarding Data and Devices When Traveling Abroad article, and be sure to review State Department travel guides. Questions about using Qualtrics can be sent to IT Research Technology Services at rtst@uark.edu
